How do I become a substance use disorder counselor in California?
California requires substance use disorder (SUD) counselors to register and become certified through one of several state-approved certifying boards: the California Association of DUI Treatment Programs (CADTP), the California Consortium of Addiction Programs and Professionals (CCAPP), or the California Association for Alcohol/Drug Educators (CAADE). The first step is registering as a Substance Use Disorder Registered Counselor (SUDRC) — which requires completing an approved 9-hour orientation course. From there, counselors complete additional education, supervised work hours, and a certification exam to earn a full SUD counselor credential.
What is the SUDRC, and how is it different from SUD certification?
The SUDRC (Substance Use Disorder Registered Counselor) is a registration status, not a certification. It allows individuals to begin working in the SUD counseling field while completing the education and supervised experience required to become certified. California regulations require all SUD counselors working in DHCS-licensed or DHCS-certified facilities to either be registered (SUDRC) or fully certified through CADTP, CCAPP, or CAADE.
What does the CADTP 9-hour SUDRC orientation course cover?
California requires a 9-hour Registrant Orientation Course for all CADTP-track SUDRCs, covering three mandatory topics: Ethical Decision Making for Counselors (4 hours), Confidentiality and Client Records (3 hours), and an Overview of the Counselor’s Role (2 hours). What happens after I complete the orientation course?
After completing the 9-hour orientation, counselors submit their SUDRC registration application to CADTP along with proof of orientation completion. From there, counselors complete their chosen board’s full pathway requirements — typically including extensive SUD-specific coursework, supervised work experience, and a certification examination — to advance from SUDRC to a full CADTP, CCAPP, or CAADE counselor credential. Counselors should consult their chosen board for current pathway timelines and exact hour requirements.
How do I renew my California SUDRC registration?
SUDRC registration renews annually. Each year, counselors must complete 6 continuing education hours (3 hours of ethics and 3 hours of confidentiality) and submit proof of at least 45 hours (3 college units) of SUD-specific education completed in the prior 12 months. CADTP sends renewal notices approximately 60 days before each renewal date.
Which California boards certify substance use disorder counselors?
California recognizes three primary SUD counselor certifying boards: CADTP (California Association of DUI Treatment Programs), CCAPP (California Consortium of Addiction Programs and Professionals), and CAADE (California Association for Alcohol/Drug Educators). Each board has its own certification levels, exam, and approved orientation courses. Counselors choose a board at the start of their SUDRC registration and continue with that board through full certification.
Can I become a CADC in California without taking classes?
No. Becoming a Certified Alcohol and Drug Counselor (CADC) in California — through CCAPP, the credentialing body that issues the CADC — requires completion of approved SUD-specific education, supervised work experience, and a passing certification examination. There is no path to CADC certification in California that bypasses the education requirement. Does California require the NCE or NCMHCE exam for SUD certification?
No. The NCE (National Counselor Examination) and NCMHCE (National Clinical Mental Health Counseling Examination) are mental health counseling exams administered by the National Board for Certified Counselors (NBCC) — they are not required for California substance use disorder counselor certification. California SUD counselors registered or certified through CADTP, CCAPP, or CAADE follow each board’s own examination requirements: the IC&RC ADC exam for counselors pursuing IC&RC-aligned credentials, or board-specific exams for state-only credentials.
