Hawaii CSAC Certification Requirements and Course Package

What This Package Covers
Hawaii requires 300 hours of education (270 SUD-specific) for the CSAC, covering 8 practice domains: clinical evaluation, treatment planning, referral, service coordination, counseling, client/family/community education, documentation, and professional & ethical responsibility. Required topic minimums of 6 hours each:
- Substance Use Disorder Ethics (6 hours)
- 42 CFR Part 2 & HIPAA — Confidentiality (6 hours)
- HIV/AIDS (6 hours)
- Cultural Awareness (6 hours)
Distance learning is capped at 50% of the SUD-specific requirement (135 hours maximum). CEU Matrix’s Hawaii CSAC package covers the full 135-hour distance learning allowance. The remaining hours must come from college transcripts in SUD-related coursework (up to 180 hours accepted) or ADAD-approved in-person workshops.

Certification Requirements
- Education Required: Three tiers based on prior education, all requiring 300 total training hours (270 SUD-specific):
– High school diploma or equivalent (standard)
– Bachelor’s degree in behavioral health, or Certificate in SUD education (reduced work experience)
– Master’s degree in behavioral health (minimum work experience) - Work Experience: 6,000 hours (HS diploma/equivalent); 4,000 hours (Bachelor’s in behavioral health or SUD certificate); 2,000 hours (Master’s in behavioral health). For all tiers, 400 of the total work hours must be in the 12 Core Functions, and only employment within the last 3 years counts.
- Supervised Hours: 400 hours of supervised practical training across the 12 Core Functions, with a minimum of 20 hours in each Core Function. Supervision must be provided by a CSAC who is eligible for IC&RC reciprocity.
- State Exam: Passing score on the IC&RC ADC exam.
Important Notes
Applicants must attend an in-person Certification Orientation before their file opens. Only work experience from the last 3 years counts toward the requirement. Licensed professionals (LCSW, LMFT, LMHC, psychologist, physician, APRN) have separate pathways with reduced education and experience requirements — however, those pathways are not eligible for IC&RC reciprocity.
Renewal Requirements
40 ADAD-approved CE hours every 2 years; 6 hours in SUD Ethics and 6 hours in Cultural Awareness required.
