Required CE Hours by Credential Level
Texas uses a two-step pathway under HHSC: Counselor Intern (CI) registration and the full LCDC license. There are no LCDC II or LCDC III tiers under HHSC; advanced specialty credentials are voluntary and offered through the Texas Certification Board (TCB) as a separate, optional pathway.
Counselor Intern (CI) registration: CIs are in their initial supervised-practice period, not yet eligible for CE-based renewal. Their path is completing the supervised practicum and clinical hour requirements and passing the IC&RC ADC exam (administered in Texas by TCB) to advance to the full LCDC. LCDC (Full License): CE hours required per two-year renewal cycle are tiered by education:
- 24 CE hours if you hold a master’s degree or higher in a behavioral-health or related field
- 40 CE hours if your highest credential is below master’s level
Within those hours, a minimum of 3 hours must specifically address ethics, and 6 hours must cover HIV, hepatitis C, and other sexually transmitted diseases. A human trafficking prevention course is also required — verify with HHSC whether it is a per-cycle or one-time requirement for your situation. HHSC may require additional hours in specific content areas depending on your practice specialty or any disciplinary history.
Voluntary advanced credentials (TCB): Once you hold an LCDC, you can pursue optional advanced credentials through TCB — such as AADC (Advanced Alcohol & Drug Counselor), CCS (Certified Clinical Supervisor), or CCDS (Certified Co-Occurring Disorders Specialist). These are voluntary national-style credentials and have their own CE and renewal rules separate from the HHSC LCDC renewal.

Required Content Categories
HHSC does not let you fill your CE hours with whatever courses you find convenient. A portion of your CE hours must come from specific mandatory content categories, and the remainder can come from accepted clinical topics. The categories below reflect HHSC’s renewal requirements; verify with HHSC that no changes have been made to category requirements for your current cycle.
Ethics (minimum 3 hours, mandatory): Every LCDC renewal requires at least 3 hours dedicated to professional ethics in chemical dependency counseling. These hours cannot be substituted with general clinical content.
HIV, Hepatitis C, and Other STDs (6 hours, mandatory): HHSC requires 6 hours of CE addressing HIV, hepatitis C, and other sexually transmitted diseases — including transmission, prevention, screening, and clinical implications for SUD treatment.
Human Trafficking Prevention (mandatory): A human trafficking prevention course is required. Confirm with HHSC whether the requirement is per renewal cycle or one-time for your situation.
Accepted/recommended clinical content (remaining hours): Once the mandatory categories above are covered, the remaining hours can come from a broad range of accepted clinical topics — co-occurring disorders, medication-assisted treatment (MAT), cultural competency, trauma-informed care, motivational interviewing, relapse prevention, case management, documentation, and other content relevant to chemical dependency counseling. These are accepted toward the total but are not separately mandated categories.
Verify the current required-content list with HHSC at the start of each renewal cycle. Mandatory categories and hour minimums can be updated between cycles.
Where to Get Texas-Accepted CE Hours
Not every online CE course qualifies for LCDC renewal. TCB-approved providers are widely accepted by HHSC, but TCB is not the only approval pathway — verify HHSC’s current accepted-provider list before enrolling. Completing your hours from a NAADAC-only provider, for example, may not satisfy your Texas renewal requirement unless that provider’s approval is recognized by HHSC.

Renewal Application Process Step by Step
- Confirm your renewal window. Your renewal window opens 90 days before your LCDC expiration date. Log into your HHSC licensee account to confirm your expiration date and renewal eligibility status.
- Complete your CE hours. Finish all required hours (24 if you hold a master’s degree or higher, 40 if below master’s) from HHSC-accepted providers before submitting your renewal. Common Renewal Pitfalls Texas LCDCs Hit
Using providers HHSC does not accept. A provider that is NAADAC-approved or NBCC-approved may not be accepted by HHSC for LCDC renewal. TCB approval is widely accepted, but verify your provider against HHSC’s current accepted-provider list before starting any course.
Falling short on ethics hours. Counselors sometimes complete the total hours but realize they only have 1 or 2 ethics hours when HHSC requires a minimum of 3. Check your ethics hour count before your renewal window closes.
Missing the HIV/Hep C/STD or human trafficking requirements. These mandatory content areas get overlooked when counselors focus only on the total hour count. HHSC will not process a renewal that is missing them.
Waiting until the last week. HHSC processes applications in order. Submitting in the final days before expiration leaves no room for follow-up if HHSC has questions about your documentation or if a CE certificate has an error.
Letting the license lapse. If your license expires before you complete renewal, you are no longer licensed to practice as an LCDC in Texas. Reinstatement requires additional documentation and fees beyond what a standard renewal costs. Staying current is substantially less work than recovering a lapsed credential.
